Abstract
This study aims to achieve the following:
To determine the realization of educational leaders in Al Ain city government schools of the management culture by empowerment.
Determine the degree of the educational leaders practice in Al Ain city government schools of the management culture by empowerment. Identify differences in the degree of the realization and the degree of the practice of educational leaders in Al Ain city government schools of the management culture by empowerment, and that can be attributed to the following variables: sex, grade, academic qualification. To achieve the objectives of the study and answer the questions, the researcher built a questionnaire that take into account the views of all schools principals, vice principals, heads of Faculty of Arabic language Subjects, and heads of Faculty of English language Subjects in Al Ain city government schools in the UA E, and measuring their perception of the management culture by empowerment and the level of their practice in administrative and technical sides it has been built in the light of the relevant theoretical literature and previous studies related to the subject of study and be guided by them. Questionnaire consisted in its final form of (42) items distributed on three dimensions: the extent of perception and practice of educational leaders for the management by empowerment concept, the extent of perceptions of educational leaders of management culture by empowerment and the degree of their practice in the administrative side, and the extent of perceptions of educational leadership of management culture by empowerment and the degree of their practice in the technical side. Community of the study consisted of all educational leaders, male and female in all Al Ain city government schools, those who numbered (338), according to official statistics of Abu Dhabi Education Council for the academic year 2014-20 15,The researcher by using deliberate sample to select the study sample from the study sample of educational leaders that affiliate to the Al Ain educational office, the final sample for the study consisted of (110) leader, for a rate of almost 33% of the study population, the study showed the following results:
1) The total score of the dimensions of the study (the extent of perception and practice of educational leaders for the management by empowerment concept, the extent of perceptions of educational leaders of management culture by empowerment and the degree of their practice in the administrative and technical sides) have achieved a high level, and a mean amounted to (4. 1), shall be deemed (the extent of perception of educational leaders for the management by empowerment concept, and the extent of perceptions of educational leaders of management culture by empowerment in the administrative side ) more aware from educational in Al Ain city government schools, both have dominated the first place and a very high degree and a mean of (4.4).
2) There are no significant statistical differences for all study dimensions due to the variable of sex, and educational stage, which means that the educational leaders with all their gender and educational stages that they manage, are variables did not influence the extent of their perception and practice of management culture by empowerment In the administrative and technical sides.
3) There are statistically significant due to the variable of academic qualification in only dimension of the degree of the educational leaders practice in Al Ain city government schools of the management culture by empowerment in the technical side where were statistically significant was (0.022).
