This study stemmed out of the fewness of the qualitative and quantitative studies that help measuring and exploring the status of innovation in UAE public sector. The study adopted both quantitative and qualitative methodologies and used questionnaire as the main tool for collecting the primary information from the study community (Innovation executives in UAE federal public institutions).
The main findings of the study are that innovation in operations area is the most commonly used innovation type in government institutions and that the internal sources are the most important origins for the innovative ideas where the staff and senior management the topped the list of innovative ideas. The internal environment stimuluses’ such as support of the senior management spread of the innovation- supporting culture and the availability of the human and financial resources are the most important stimuluses’ that urge the federal public institutions towards innovation. In contrast, the elements that most constrain the innovation are the elements relating to the regulatory internal environment of the institution and the mechanism of its management.
The findings indicated also that federal public institutions are largely interested in adopting a strategy for innovation and train their staff in areas relating to it. The study also concluded to that the federal institutions tend to have less competitiveness and partnership with the other institutions as regards the issues of innovation and that the interest of the political leadership in innovation was a key factor for inclusion of innovation in the governmental agenda, as the administrative reform and renovation processes performed in the federal public sector since 2008 have contributed to providing the regulatory empowerments to apply innovative practices and develop innovation in the federal public institutions.
