Abstract
عجلة التنمية والتطور في دولة الإمارات العربية المتحدة تعمل على مدار الساعة لمواكبة آخر مستجدات العالم الحديث في مجالات عدّة. واتجهت عجلة التنمية في دولة الإمارات مؤخر اً إلى مجالات الذكاء الاصطناعي، والمركبات ذاتية القيادة هي إحدى تقنيات الذكاء الاصطناعي. والتي لا بد لنا أن نمهّد البنية التشريعية حتى نستفيد كامل الاستفادة من مميزات المركبات ذاتية القيادة واستعمالها في الدولة. بما يحافظ على حقوق جميع من هم على الطريق من مستخدمين آخرين ومشاة وكذلك ملّّك هذه المركبات والمنتجين لها.
تناولت الدراسة مفهوم المركبات ذاتية القيادة وأنواعها، وموقف المشرع الاتحادي فيها من خلّل قانون السير والمرور ومقارنته مع القوانين التي شرّعت المركبات ذاتية القيادة كقانون المرور الألماني الذي سمح بقيادتها في الطرق بشكل رسمي، وقانون ولاية نيفادا الذي سمح بقيادتها بشكل تجريبي على الطرق. وبحثت الدراسة نوعي المسؤولية المدنية وهما المسؤولية العقدية كفرض وجود عقد أيجار للمركبة ذاتية القيادة والمسؤولية التقصيرية عن حوادث – -المركبات ذاتية القيادة، وكذلك في أساس مسؤولية المركبات ذاتية القيادة من خلّل مسؤوليتي المتبوع عن أعمال تابعه وفكرة الحراسة وتطبيقها على قانون المعاملات المدنية الاتحادي بشأن المركبات ذاتية القيادة.

The acceleration of development in the UAE is working continuously to keep up with the latest developments in the modern world in many areas. The UAE's acceleration development has recently moved to the areas of Artificial Intelligence, and self-driving vehicles are one of the techniques of artificial intelligence, which we must lay the legislative structure in order to take full advantage of the features of self-driving vehicles and use them in the state. This includes preserving the rights of all those on the road from other users and pedestrians, as well as the owners of these vehicles and their producers.
The study dealt with the concept of self-driving vehicles and their types, and the situation of the federal legislator through the Traffic Law and its comparison with the laws that started the self-driving vehicles such as the German Traffic Law, which was officially authorized in the roads, and the Nevada state law. The study examined the two types of civil liability; the contractual liability for the existence of a lease contract for a self-driving vehicle and the liability for self-driving vehicle accidents. In addition, the study discussed the basis for the liability of self-driving vehicles through vicarious liability and the idea of guarding / strict liability, and how to apply those liabilities to the Federal Civil Transaction Act on self-driving vehicles.
