This study aimed to identifying the competencies required to improve the government school principal’s performance in the UAE as well as the degree of availability of these competencies from the female teacher’s perspectives. The researcher used the quantitative analytical approach to achieve these goals and to find out the effect of some factors such as years of experience, teacher’s educational cycle and the reflections of all these factors on the teacher’s views regarding the degree of the availability of the competencies on their schools principals and what kind of school principals they have.
To achieve the goals of the study, the researcher designed a questionnaire of (n=80) items distributed in five areas related to the type of the competencies, namely, (self-competencies of the school principal, the humanitarian competencies, the efficiency of planning, regulation and supervision, the competencies related to new technologies and the skills related to the affairs of students), The questionnaire included two open-ended questions as the followings:
I- From your own point of view, what are the most important competencies required in school principals who work at Fujairah Educational Zone but did not mention in the questionnaire.
2- How can Fujairah Educational Zone school principal be provided with the competencies needed in order to achieve effective school management?
The validity of the questionnaire was attain by consulting five experts in the field of education and the questionnaire has been verified by implementing it on a pilot group of (n=40) female teachers and consequently the authenticity of the inner harmony has been counted through Pearson Correlative mean. The reliability has been counted by using Alpha Cronbach and the controlled mean reached (0.99). This study was conducted on (n=705) female teachers at Fujairah Educational schools from initial pool (n=970), (n=40) teachers were excluded because they were used as a pilot group and a number of misused and returned questionnaires.
For the data analysis, the researcher used Social Sciences Packing-Statistical program (SPSS), so the mean, deviation level, reordering and deviation analysis were all calculated.
The study resulted in the necessary efficiency to government school principals in the UAE.
I- The average of the availability of the competencies of Fujairah Educational Zone school principals is (4.561) out of (5) and this average indicated that the competencies exist in a high level and this is from the female teacher’s point of view at these schools.
2- The competencies concerning the modern technologies got the first position among all the other competencies with an average of (4.557).
3- The humanitarian competencies got the last position with a high average of (4.469).
4- There is no statistically significant difference at a level of (0.01) or less among the average of the grades of the study group regarding the competencies of the school principals according to the factors of the educational experience.
5- There are significant differences with statistical indication of (0.01) or less among the average of the grades of the study group related to the competencies of the school principals according to the factor of the educational cycle and these differences were in favor of the secondary cycle.
In light of these findings, the researcher has proposed a set of recommendations as the following:
1- Further studies need to focus on the competencies and studying them more broadly in the whole Emirates in the UAE.
2- Using the list of competencies that the researcher reached in the field of the educational supervision to monitor and evaluate the performance of school administrators and benefit from them in the preparation of a training program for principals before or during the service for following up and evaluation the performance of the school
3- Use the benefit from the competences that the researcher reached throughout this study and use them as a guidance tool when selecting or/ and promoting the school principals in the country and particularly in Fujairah city.
