Abstract

Continuously improving aviation safety and enhancing its performance at both the organizational and individual levels is always considered a high priority by the aviation industry in all sectors. In addition, governments and aviation regulatory authorities have put significant efforts into creating a safety culture with clear safety practices at all levels of the organization. Moreover, international aviation organizations and associations worldwide have established safety standards, guidelines, and management systems that are essential to ensure the successful implementation of safety practices. However, based on the reviewed literature and the researcher's knowledge in this area, there is a clear perception gap concerning the approaches and methodologies required for the effective implementation of Safety Management Systems (SMSs). This suggests a lack of a robust, standardized safety standard and framework that clearly defines common and coherent safety factors required to implement the Safety Management Systems. In addition, there’s also a lack of identifying the key measurement indicators which are required to measure and enhance the safety performance in the aviation field. Therefore, the main aim of this study is to develop a comprehensive framework model which identifies the key internal safety factors of an effective safety management system that have a positive impact on safety performance, as well as identifies the best indicators that can significantly reflect the safety performance in the aviation field.
The developed framework model is tested using a quantitative methodology. Hence, a quantitative questionnaire was developed to assess the impact of the selected safety factors on aviation safety performance and statistically test the research’s hypotheses. In addition, qualitative interviews were conducted with executive leaders and subject matter experts (SMEs) to validate the proposed framework model.
This framework model was developed by reviewing previous studies conducted on the aviation sector, reviewing aviation safety standards and manuals, and validating and testing this model with different representatives from the aviation sector. The selected representatives were SMEs in the aviation field, either specialized in safety (such as safety officers and safety regulators), operational employees (such as pilots, engineers, and aircraft technicians), or those who work in support functions within aviation organizations (such as professions of the supply chain, commercial, project management).
Six key factors were selected to have a positive impact on safety performance in the aviation industry. However, based on the research results, five of the selected key factors have been shown to significantly impact aviation safety performance. And only one internal safety factor has not proven to have a significant impact on aviation safety performance. Thus, the findings of this study may provide evidence-based recommendations to policy owners and decision-makers in the aviation industry on the key internal safety factors and measurement indicators required for developing an effective Safety Management System.

العوامل الداخلية الرئيسية المؤثرة على أداء السلامة في صناعة الطيران

إن التحسين المستمر لسلامة الطيران وتحسين أدائه على المستويين المؤسسي والفردي دائمًا يعتبر أولوية عالية وذو أهميه بالغة من قبل صنّاع الطيران في جميع القطاعات والصناعات الجوية. ومع زيادة حركة الملاحة الجوية، بذلت الحكومات والسلطات التنظيمية للطيران جهودًا كبيرة في خلق ثقافة السلامة وتعزيز ممارساتها إجراءاتها وتفعيل قوانين سلامة الطيران على جميع مستويات.
علاوة على ذلك، أنشأت منظمات ورابطات الطيران الدولية حول العالم معايير السلامة العالمية وأنظمة إدارة السلامة والقواعد الإرشادية ذات الصلة والتي تعتبر ضرورية لضمان التنفيذ الناجح لممارسات أنظمة إدارة السلامة.

لذلك، فإن الهدف الرئيسي من هذه الدراسة هو تطوير نموذج شامل يحدد عوامل السلامة الرئيسية لنظام إدارة السلامة الفعال والذي له تأثير إيجابي على أداء سلامة الطيران، وكذلك تحديد أفضل مؤشرات قياس الأداء التي يمكن أن تعكس بشكل كبير أداء السلامة في مجال الطيران.
سيتم اختبار النموذج المقترح من خلال استخدام المنهجية الكمية واختبار فرضيات البحث إحصائيًا. ومن ثم، سيتم تطوير استبيان كمي لجمع البيانات الخاصة بالفرضيات وتقييم العوامل الرئيسية الداخلية الخاصة بنظام السلامة على أداء سلامة الطيران. بالإضافة إلى ذلك، سيتم إجراء مقابلات كيفية مع القادة التنفيذيين والخبراء المتخصيصين في مجال سلامة الطيران للتحقق من صحة نموذج المقترح وزيادة معرفة الباحث عن موضوع البحث.
حيث سيتم دراسة نموذج الإطار هذا في قطاع الطيران من خلال مراجعة الدراسات السابقة التي أجريت على قطاع الطيران، ومراجعة معايير وإجراءات سلامة الطيران، وكذلك التحقق من صحة هذا النموذج واختباره مع ممثلين مختلفين من قطاع الطيران.
